Russian Ministry of Science and Higher Education rescinds instructions on dealing with foreign scientists

According to an information letter from the President of the German Rectors' Conference this is reported by agencies and the media.

As the German Rectors' Conference further announced in its letter of 14 February 2020, the Federal Ministry of Education and Research (BMBF) also informed the Alliance of Science Organisations about the revocation of the instruction and assessed it as a "positive sign for further bilateral cooperation in education and research with Russia". On February 11, 2019, the then Minister of Science of the Russian Federation, Mikhail Kotiukov, issued an ordinance that significantly tightened the regulations governing cooperation with foreign scientists. The British Association for Slavonic and East European Studies, together with the German Society for East European Studies, the Association of East European Historians and the German Slavist Association, had subsequently expressed their concerns in a joint open letter to the Minister. The IfL was one of the institutions that supported this open letter.
